The portion of the speech, as published in The Times of India on 5 November (2012)—[Source]
The IQ of both Swami Vivekananda and Dawood Ibrahim would be similar, but their direction in life is so different. One used his intelligence for destructive purpose, to damage society and humanity with the spread of crime and terror while there was the other used his intelligence for the benefit of society. His thoughts remain an inspiration for the nation.

The same speech, as reported by The Indian Express[Source]
In psychology, we measure IQ level of people... But it depends from person to person, in which area they use their intelligence. . . As per psychology if we can compare the IQ level of Swami Vivekanand and that of Dawood Ibrahim, then it could have been almost the same. But Vivekanand used it in nation building, brotherhood and spiritualism while Dawood used that in excelling in crime world.

Original Hindi speech

Gadkari delivered the speech in Hindi. He actually told—
विवेकानंद जी का I. Q. और दाउद इब्राहिम का I.Q., अगर scientific भाषा में बोलू तो दोनो समान था।

I would like to reiterate that I never compared Swami Vivekananda with anyone. I had absolutely no intention to project Swami Vivekananda in bad light... If my words about Swami Vivekananda have hurt the public sentiments in any manner, I express my sincere regrets.[Source]
